As CEO of Brinker International, Doug Brooks oversees On The Border, Maggiano's and flagship restaurant Chili’s.  Brinker’s holdings have made the restaurant giant number two in the world of casual dining.  But Brinker has had to find new ways to expand as the domestic economy slows down.   In addition to expanding globally, the company is also increasing franchisees.  Brooks’ strategy: Survival in time tights depends on who is the best at the basics.
